This YMT mod will add Snipers on rooftops, its simple really.
Spawns:
Rooftop Snipers currently and only spawn in Mission Row and some surrounding areas. Additinally, scripted swat spawns also happen in some specific locations.
New Dispatch:
Mod also comes with improved dispatch, which makes the police bit more threatening. Requires Cpast's Combat Tweaks (link for that is in the readme.txt)
UPDATE:
Snipers will only spawn when wanted level is 4 stars or higher! And will also use vanilla noose models, meaning no addon peds! (Tho you can still replace the sniper model with something else in ambientpedmodelsets.meta)
Mod also uses scripts to enable scenarios, which means snipers will spawn on specific condition (having a 4-5 star wanted level)
I won't update this anymore, but i do made a script version from this, which you can also edit to add more locations for sniper spawns:

Drop the .dll and .pdb in scripts folder

i was playing last night and climbed a few ladders to a rooftop, and thought, it would be sweet if there were snipers on the parallel buildings shooting at me, then i get on here to see that this had JUST been uploaded. such an odd coincidence that while i was thinking it, someone else was out here in the world creating and publishing it
@rackjames Yeah, GTA IV has snipers on rooftops, so why not V? :P
UPDATE: I forgot to include PedPersonality.ymt which defines the loadouts, Oopsie! Well, its uploading now so it will be up in a few minutes!

This mod would be great if you could make it work with RDE, but sadly, you got to replace dispatch.meta which would ruin Realism Dispatch Enhanced mod.
@Ilikeeditingpolice01 Hey man, this seems very interesting. If you add in combat behaviours, and give them the attack range CR_veryfar, it will allow them to snipe you from very far distances. This might require an add-on ped though.
@Timurhunter Dispatch.meta is optional thing now, its mostly script based and the snipers use vanilla noose peds, so unlike older version, you could have this work with RDE, but there could still be issues as mod isn't made for RDE, you could try it tho by not replacing dispatch, but idk if other files also affect RDE.
Yea I tried so hard to make this Mod work, but it don't work for me. Also ain't a fan on replacing my weapons & dispatch files since I have other related Mods installed like VED dispatcher!
