Police Riot, FIB Buffalo & Annihilator at 4 stars 2.0

This simple tweak makes it so FIB Buffalos and Annihilators spawn in the pursuit at 4 and 5 stars. At level 5 Riots completely push out police cars. These cars are already in game, so I am not adding anything new.
You will need:
Open IV to install
Custo's Tactical Package for NOOSE Annihilator
Installation:
Copy the file using openIV to: update/ update.rpf/ common/ data
NOOSE BUG
If you are experiencing a bug where the two swat men wont spawn at the black swat SUV, here is a fix:
Using OpenIV find vehicles.meta.
Should be located in update/update.rpf/common/data/levels/gta5
Open it and under fbi2 definitions find line LAYOUT_RANGER and make it look like this:
LAYOUT_RANGER_SWAT
Do the same for the sheriff2
It is best if you do this yourself, because many mods edit this file and you might be just using one such a mod. Prividing a edited file would thus make my mod less compatible.

why can't more noose come in the vans?
I don't know. I hae just added the cars to spawn list... I think the game determins the number of AI that spawns in the cars. I don't know how to change it. :/
@KYOTO5 You could try to create a script that spawns riot vans with 4 swat units inside it (like the fib buffalo).
@Ilikeeditingpolice01 well... I am not a modder. All I did for this mod was switched some lines in notepad really. but you are welcomed to try. you can use this mod as you like. :)
@KYOTO5 well i am also not a modder that creates script mods, but it was mainly a suggestion. Since the FIB Buffalo spawns 4 peds in it. You could try to recreate that, maybe create a POPGROUPS group called SWAT_VAN
and create a script that spawns the vehicle if the player gains a 4 star wanted level, kinda like GTA 4. since IV also did the same thing if we talking about police spawns.
What game version is this mod based on? asking since this doesn't have a backup dispatch file that I could compare with unmodified one. At the moment I am on version 1604.1/1.46
also, why is there at the dispatch.meta file fbi at the bottom of SWAT_RIOT in veichlesets>veichlemodels, here's what I mean:

why does the swat suv only have 2 people? and can you make the riot hold more people or can it only have 2 seats?
