I swapped the regular noise cloud texture with this actual cloud texture and upgraded the resolution. I know it wont be everybodys cup of tea but decided to still share it in case someone else likes it too :)
hope you guys enjoy.
BACK UP YOUR FILES BEFORE EDITING!!!
Installation:
1. open IV
2. Go to \update\update.rpf\x64\textures\skydome.ytd
3. replace texture noise16_p with the one in archive.
4. replace texture dither with the one in archive.

chnage log
v1.0 initial relsease
v1.1 fixed mipmap issue. added dither option.

@vinnis The clouds in GTAV are absolutely hideous, hardly resembling clouds at all. Thanks for this!
@vinnis Your texture has no mipmaps, so I adjusted mine to have 7. I also renamed your texture to replace the vanilla "dither" texture stored in the same ytd.
@vinnis maybe you could update the mod considering the improvements made by @eshenk :)
@eshenk yes.sorry about the mipmaps issue. i noticed it as soon as i uploaded it. i ll fix it in the next couple of hours and upload it as 2.0. I totally agree with the clouds comment though. the default gta5 clouds look really shitty . specially the horizon ones. they are so low res!!. but to fix them you need to 3d model them. so its a pain. anyway thanks for the heads up.

@HeySlickThatsMe yes. added dither option. just uploaded the updated file. its gonna be v1.1. waiting for admin approval.

The "update\update.rpf\x64\textures\" path does not contain the skymode.ytd file.
i have auto searched for it and the only skydome.ytd file found was inside main gta folder/x64a.rpf.
@RYAN yes. if you dont have it in the first path, copy it there, then replace texture inside skydome.ytd.
Hey man good mod but one problem, the textures repeat at night. Did i do something wrong ?

And default clouds are not changing by menyoo also....

In 2020. You can find skydome.ytd here: mods\x64a.rpf\textures\skydome.ytd
