2. Add "sektor_southside_tuner" to the dlclist.xml

1. Put the "sektor_southside_tuner" into your resource Folder.
2. ensure sektor_southside_tuner into your Server.cfg

Because only Sp needs a fix. The problem does not exist with FiveM and RageMP.
