I made this mod myself after I got tired of a police car being able to over take a semi... and the vehicles being largely invincible.
This mod makes cars and trucks alot more breakable... and also modifies the weight of a lot of the cars and trucks to be a bit more realistic... Like you plow into a garbage truck at 60mph, your not going to throw the G truck out of the way... sort of thing, i dunno adds a bit of realism.
I also modified the weapon damage and engine damage of cars and trucks, so they dont explode as easily.
As an example, the Rhino is now 100,000lbs

place this file in mods>update>update.rpf>common>data
place the gun running handling file here:
