should be
Grand Theft Auto http://MODS/update/update.rpf/common/data/levels/gta5
i was first installing it "Not" under Mods folder

I fucking wear i only created an account to be able to help those who are having problems with this mod, trust me i fuckedd up too, people are saying they dont see a single cop patrolling after driving around for a long time, well let me explain how to fix that..... on the read me file where it shows instruction on how to install looks like this

Grand Theft Auto http://V/update/update.rpf/common/data/levels/gta5

but the correct way is

Grand Theft Auto MODS/update/update.rpf/common/data/levels/gta5
you have to install it under MODS using OPENIV
