for some reason, the cars dont spawn naturally? i cant find them in normal traffic. how can i fix that, if thats a bug?

whenever i press reload, i get the notification that it loaded in all the interiors, the blips show up on my map, but for some reason i can't enter them? i show up to the blip but there's no prompt to enter. is there a fix to this or is it on my side?
