With 1.3, my character will always gain altitude if I just jump. I have to lower my gamepad stick to fall down.... It wasn't like that in 1.1 :( (Didn't try 1.2)
@ubtri Haha :) Are you sure the mod is working ? Do you see your speed in the top left-hand corner ? If so, I guess the mod is ON... and I can't help you :(
Are you using a gamepad ? I never used my keyboard.
With gamepad, uppering the joystick makes you fly upward. (downering it makes you glide downward...)
With keyboard, I GUESS, it's with Z and S....
When I first tried to install this mod, I figured that LUA Plugin (downloded on Gta5-mods.com) doesn't work for me, so one guy gave another version (i don't know which it is) and now it works out, he gave me this one

Either way, I suggest you remove (temporarily) other LUA plugins and check if Sonic Boom works.
Then, add one by one the others plugins, checking if Sonic Boom works out.
I think that one of your plugin interfere with Sonic Boom...
