If you're stuck on loading forever.
1. Exit your game
2. Open OpenIV
3. Activate "Edit Mode"
4. A Message saying to update your "update.rfp" file will appear, click on the link.
Then just re-launch your game! Should now work.
Please note that if you have moded with custom DLC, such as EUP Law & Order, etc. you will need to re-install them, as the new dlc.xml will not include your custom dlc's. You can also just re-add them and their path in the dlclist.xml file.

Found a Fix
