    You can still get this mod installed in 2019
    Go to this link and download the Installer: https://web.archive.org/web/20160911010501/http://backtothefuturegta5mod.weebly.com/
    Then i picked somewhere (my Data: D drive for instance) for the installer to install the files required for the mod
    And then i just inserted all those files into the game manually using OpenIV
