It appears that Rockstar changed the directed location of vehshare.ytd to a new location "GTA V > update > x64 > dlcpacks > patchday27ng > dlc.rpf > x64 > levels > gta5 > vehicles.rpf > vehshare.ytd". Open it up with OpenIV and replace the "vehicle_generic_glassdirt.dds", "vehicle_generic_tyrewall_dirt.dds", and "vehicle_genericmud_car.dds". Then the raindrops will show up on the cars when it rains.
For getting rid of the screen drop effects, make sure to download the "NativeUI" mod listed in the description and install it in the scripts folder in the main directory. When ingame, press F5 and the menu will open where you can enable or disable the screen effects.
