Hi everyone, i run into the same problem but found some workaround. So here it is !!!!
You need to go for the manual installation, same steps but different paths :
1) go to: update/x64/dlcpacks/patch2023_02/dlc.rpf/x64/levels/gta5/vehicles.rpf
then drag and drop all of the plates images into vehshare.ytd
2) go to: update/update.rpf/x64/data
open carcols.ymt then scroll down to line 70 and add the new lines.
