An addition to my comment: It would be nice (and more realistic too) if the stolen mark wouldn't be instantaneous for hot wiring a car oder stealing it without witnessess.Half a minute (at least) between stealing it and the bestowal of the stolen mark would be better.
Very good idea and it COULD be a great mot, BUT : It's not possible to get rid of the stolen mark. It should be possible by changing the licence-plate or repainting the car. Even after a full day in your own garage (and most likely after several days) the car is still marked stolen. So - I am repeating myself - change that and it could be a great mod.
