Literally just made an account on here to post this for people struggling with this issue.
If your game is crashing at "Loading and populating game world" while using this mod with 11john11's lspd pack, the issue (at least for me) was caused by SirenSetting Limit Adjuster. You can fix this by removing SirenSetting Limit Adjuster, but if you need to keep it, you can also fix it by going into the carcols for this mod and changing the first siren string's ID to something different. Obviously, you have to then go into carvariations and make the appropriate changes to ensure the bike lights still work correctly. Hope this helps someone else or me in the future when I forget how to fix this again. Happy patrolling :3
