Your wanted level need to be higher to get these cars automatically spawn. You don't have to do anything to get these mods in your game. Just raise your wanted level

@bradley7hempsey I'm not really sure what @F5544 is talking about, this mod can only be installed on the PC version of GTA5, not console.

@EliteJaguar jep. But if he does some research first and look on Google he sees there are no mods for consoles like PS4 ever. It's well known. People ask this over and over. It's quite annoying.
