No K9 units + No Fancy Cars for RDE 4 4.0

This mod disables luxury emergency vehicles and/or K9 units that were added with the new version of RDE. It also makes USCG tactical units use unmarked Valkyrie (it saves them from falling down when they try to rappel).
Installation
Make sure you have the RDE modification installed (https://fr.gta5-mods.com/misc/realism-dispatch-enhanced)
Put "VehicleGroups.xml", "ResponseVehicles.xml" and "ResponseDispatchGroups.xml" into Scripts/SixStarResponse
Put "dt105interiordt105carpark.ymap" into update/x64/dlcpacks/rde/dlc.rpf/maps.rpf

Version 3. Edited roadblocks.
Version 4. Updated up to the newest version of RDE. Fix of USCG rappel issue was added.
