You need OpenIV to do this.
Download here: www.openiv.com
Installation:
a. Open "OpenIV" -- Go to x64 (folder) -- Audio -- sfx
b. Open "Prologue.rpf"
c. Enable Edit Mode
d. Click New -- Import OpenFormat -- td_loading_music.oac .oac
e. Click Ok and Close Dialog Box (openiv)

I can't get the mod working. OpenIV just says "td_loading_music.oac(Line 9): File "td_loading_music\0x0C254AE9.wav" not found" when I try to import the file
