i highly recomend you use some kind of trainer that allow you to turn of ped/vehicles like menyoo: https://sv.gta5-mods.com/scripts/menyoo-pc-sp
menyoo allows you to turn on blackout too whitch i also recomend

2. When in game open map editor and load dead town (may take a while, its a big map)
